Capability Narrative
HB Company is a newly formed Service-Disabled Veteran-Owned Small Business positioned to deliver base operations, facility support, construction and renovation, dining and life-support services, and information-security work to U.S. federal agencies and prime contractors. The leadership team brings combined experience exceeding seventy years in U.S. government contracting, with sustained operational presence across Afghanistan, Iraq, the UAE, Pakistan, Uzbekistan, and Germany.
The team’s prior work — executed at ACCL International, DynCorp, PAE/ENEL, and other primes — includes long-running operations and maintenance on critical infrastructure in Afghanistan, design-build of multiple bed-down camps, multi-year embassy dining services, and subcontracted security upgrades and renovation across the U.S. Embassy posture and partner-nation military bases. HB Company is structured to re-deploy that operational muscle as a U.S.-based small business eligible for set-aside and SDVOSB awards.
The company differentiates on speed of mobilization and OCONUS execution. Where larger primes carry months of standup overhead, HB Company is positioned to field critical-skill teams (medical, IT, security, facility trades) into austere environments on aggressive timelines, drawing on the principals’ standing networks of cleared and pre-vetted personnel in the CENTCOM AOR.

Base Operations & Facility Support
Operations and maintenance of fixed installations: utilities, HVAC and mechanical systems, grounds, building maintenance, and defect-service work. The principals previously executed long-running O&M programs on critical infrastructure in Afghanistan and continue to support partner- nation installations in Germany, Uzbekistan, and the UAE.
Construction & Renovation
Design-build, vertical construction, renovation, and security upgrades for U.S. and partner-nation facilities. Principals’ prior portfolio includes design-build of bed-down camps in Afghanistan executed under DynCorp prime, and subcontracted renovation and security-upgrade work on Afghan National Army bases through PAE / ENEL.
Dining Facility & Life-Support Services
Full-service dining facility (DFAC) operations, embassy feeding, and life-support services in austere and high-threat environments. Principals previously executed multi-year embassy dining contracts at scale (the “Alice” embassy-feeding program) and are positioned to bid feeding, billeting, and logistics tasks for primes operating overseas task orders.
Logistics, Supply, and Personnel Mobilization
Inbound logistics, supply chain, and rapid mobilization of cleared and trades-skilled personnel into OCONUS theaters. The team’s standing networks support short-notice fielding of teams ranging from small specialist cells (e.g., ten-person medical) to bulk labor surges (hundreds to thousands of personnel) into established U.S. air bases and partner-nation installations.
Information Security & IT Services
Security architecture, information-systems engineering, and cyber support, anchored by HB Company’s CEO — a retired U.S. Army information- systems officer (FA53) and currently a practicing security architect. Capability covers Microsoft 365 / Azure tenant security, Sentinel SIEM deployment and tuning, conditional-access engineering, and vulnerability management program design.
Medical Service Augmentation
Sourcing and fielding of small medical augmentation teams (clinicians, medics, ancillary support) to primes executing larger overseas medical task orders. HB Company is structured to be the rapid, low-overhead small-business teammate on prime-led medical mobilizations.
